Background
Born in Fukushima in 1893, he graduated in English law from Tokyo Imperial University in July 1918 and joined the Ministry of Finance. He became head of the Inspection Department of the Banking Bureau in November 1936 and left the ministry in July 1938. In August that year he moved to the Bank of Chosen as a director and became its deputy governor in February 1945. From November 1953 he served as special liquidator of the Bank of Chosen, which had become a closed institution. Having worked in both banking administration and the Bank of Chosen, he reached 1957 as the party responsible for its liquidation.
Selection
In April 1957 he became President when the Nippon Fudosan Bank was founded. The bank was established with capital of ¥1 billion under the Long-Term Credit Bank Act, designed to raise medium- and long-term funds by issuing bank debentures and to make long-term loans to companies secured by real estate. Of the 14 directors listed in the 1966 directory, eight, including Minori Yuto and Tatsuo Shoda, had joined in 1957 by way of the Bank of Chosen. Bank of Chosen personnel appear to have moved to the new bank under Hoshino, who had been liquidator of the closed institution.
Initiatives
His tenure as President ran from April 1957 to November 1961. During this period he put in place the design of a bank founded with ¥1 billion in capital under the Long-Term Credit Bank Act, funding itself through bank debentures and lending long term against real estate. After becoming Chairman in November 1961, he was listed at the top of the officers' roster as Chairman through the 1969 directory; in the 1970 edition Minori Yuto had replaced him as Chairman. He remained at the head of the board for eight years after leaving the presidency.
