Background
He joined Seiko in April 1980 and became an Executive Officer of Seiko Watch 31 years later in February 2011. He became a Director of that company in June 2012, Managing Executive Officer in April 2014 and Senior Managing Executive Officer in June 2015, and in June 2013 and June 2016 also became a Director and then Managing Director of the parent Seiko. In April 2017 he became Representative Director, President, COO and CMO of Seiko Watch, leading the watch operating company for four years.

In June 2021 he succeeded Yoshinobu Nakamura as Representative Director and President. In the fiscal year ended March 2021, the year before he took office, net sales were ¥202.7 billion and operating income ¥2.2 billion, down in two years from ¥247.3 billion and ¥9.4 billion in the FY ended March 2019. Shinji Hattori was Chairman and Group CEO, and Takahashi was appointed under a structure separating the CEO and President roles.
