Background
Born in 1914, he graduated from Kobe University of Commerce in 1938 and joined Teijin in April that year. A career employee in the textile business, he became a Director in November 1965, 27 years after joining, then Managing Director in November 1969 and Senior Managing Director in November 1972. In May 1974 he became Executive Vice President and head of the Textile Business Headquarters, in charge of the textile business that was the company's source of earnings.
Selection
The officers section of the corporate directory lists Shinzo Oya as President up to the 1979 edition and replaces him with Tokusue in the 1980 edition. The career record in the officers section gives 1980 as the year he became President. Among the 1980 officers, Seiichiro Watanabe, who had moved from Nissho to Teijin in 1968, had been Chairman since June of the previous year. Tokusue, who joined in 1938, had the longest service of any officer at the time, and was promoted from Executive Vice President in charge of the core business.
Initiatives
When he took office, Teijin had just finished the downsizing management of 1978, when the core textile business fell into losses in the synthetic fiber slump. Tokusue himself had been in charge of that business as Executive Vice President and head of the Textile Business Headquarters since May 1974. In the 1980 lineup of officers, Kenzo Ototake, who had served as Director-General of the Textile Bureau and Commissioner of the Small and Medium Enterprise Agency at the Ministry of International Trade and Industry, sat alongside him as Executive Vice President, and Sashiro Okamoto, later President, was Senior Managing Director.
