Background

A career employee, he joined the Japan Tobacco and Salt Public Corporation in April 1981. He served as general manager of corporate planning from June 2001, Executive Officer from June 2003 and Director and Managing Executive Officer from June 2007, advancing to Representative Director and Executive Vice President in June 2009. From his hiring by the public corporation he worked in head-office planning. In the FY ended March 2010, when he was executive vice president, the Minister of Finance held 50.01% of the issued shares, making it a company majority-owned by the government.

Selection

He became president after serving as Representative Director and Executive Vice President. The Japan Tobacco Inc. Act required government approval for capital increases, barred the government's stake from falling below one third, and made tobacco prices subject to approval. In 2011 the government and the Democratic Party of Japan decided on a full sale of JT shares to provide ¥2 trillion in funding for reconstruction after the Great East Japan Earthquake, and total domestic tobacco demand had fallen from 348.3 billion cigarettes in fiscal 1996 to 195.1 billion in fiscal 2012. The choice appears to have been someone to take on both the loosening of the regulatory framework and the shrinking domestic market at once.

Initiatives

In February 2013 the company renamed "Mild Seven" as "Mevius" in Japan. It also kept consolidating domestic production, and the 50 plants it had at privatization were down to 5 by the end of March 2016. In July 2015 it transferred its shares in Japan Beverage Holdings and the "Roots" and "Momo no Tennensui" brands, sold its vending machines to Suntory Beverage & Food, and abolished its beverage business division in December. That September it agreed to acquire the non-U.S. business of Natural American Spirit from Reynolds American of the U.S. for about ¥600 billion.
