Background
He graduated from the architecture department of the University of Tokyo's Faculty of Engineering in March 1931 and joined Shimizu Corporation that April. He became Nagoya branch manager in April 1960, then a Director in May 1961, Managing Director in November 1964, Senior Managing Director in September 1966, Executive Vice President in November 1967 and Representative Director and Executive Vice President in November 1969. He is a career employee with an architecture background who rose to the board after running a branch. Born in 1908, he was 64 when he became President.
Selection
He became Representative Director and President in May 1972. His predecessor, Seiichi Yoshikawa, became Chairman that month, making two successive presidents who were career employees from the building side. The Executive Vice Presidents at the time were Tadashi Sakamoto, Tsunetaka Banno and Shuji Shirai, all appointed in November 1970. Only Noji had become Executive Vice President three years earlier, in November 1967, so the succession order appears to have been settled several years before his appointment. He took office 41 years after joining.

Non-consolidated net sales in his first fiscal year, ended March 1973, were ¥347.2 billion. In FY ended March 1974, spanning the first oil crisis, net sales grew to ¥457.0 billion while ordinary profit fell from ¥18.0 billion to ¥16.5 billion. Ordinary profit recovered to ¥23.8 billion in FY ended March 1975, and net sales in FY ended March 1978 were ¥527.4 billion, 1.5 times the level when he took office. He is listed as President in the officer listings through the 1978 edition, and the year he stepped down has not been confirmed in the sources.
