Background
He came from Fuji Bank. He became a Director of Mizuho Holdings in January 2002 and its Director and President in April that year, and became the first President of Mizuho Financial Group when it was established in January 2003. He was one of three men, along with Tadashi Kudo from Dai-Ichi Kangyo Bank and Hiroshi Saito from the Industrial Bank of Japan, raised up from positions that had not involved serving as officers of the holding company, the arena of the power struggle over the three-bank integration. The three had come up through planning, domestic retail and domestic large corporate banking respectively.
Selection
When MYCAL, whose main bank was Dai-Ichi Kangyo Bank, collapsed in September 2001, Mizuho Holdings' share price kept falling. In December that year the departure of all nine officers was announced, including Chairmen Masao Nishimura and Yoshiro Yamamoto, President Rikiyuki Sugita and the three Executive Vice Presidents seen as the leading candidates to succeed them. Within the group the shared view was that it was a final decision by the top three alone. Maeda became President of Mizuho Holdings in the April 2002 reorganization, and first President of the Financial Group when it was established in January 2003.
Initiatives
In March 2003 the group carried out a capital increase of about ¥1 trillion and listed its common shares on the Tokyo and Osaka stock exchanges. In May that year it set up four specialized turnaround subsidiaries, identified 950 borrowers with ¥4 trillion in loans as salvageable, and assigned about 700 staff to them. Branch consolidation planned to take three years was compressed into one, with 104 branches handled in fiscal 2003. In October 2005 it dissolved the two-tier structure running through Mizuho Holdings, and in 2006 listed American depositary receipts on the New York Stock Exchange.
