He joined Shachihata in April 1988 and moved to ABC-MART in April 1991. He advanced to Director and head of sales in June 2000 and Managing Director and head of sales in March 2004, spending all 16 years since joining in sales. Among major shareholders in the FY ended February 2006, individuals held the top spots, with Masahiro Miki at 32.26%, Michiko Miki at 18.04% and the asset management company EM Planning at 17.25%, and Noguchi's name did not appear in the top ten.

In March 2007 he succeeded Masahiro Kinjo as president.
