"流れ込み式の水力が中心の北陸電力にとって、川の水量の増減は経営に直接ひびいた。1954年下期は異常な渇水に見舞われ、同年11月の管内河川の出水率は62.6%と1942年以来の最低を記録した。打ち出したのは、常願寺川上流の有峰に大貯水池を築き、下流に発電所を連ねる有峰計画である。工事中の和田川第一2万7,000kW、和田川第二12万2,000kWなどに常願寺第一の増加分を合わせると、合計最大出力は26万5,400kWとなる。いずれも1960年までの完成を予定し、会社の命運を左右する計画と位置づけた。貯水池で季節ごとの水量の差をならし、渇水の年でも出力を保つ狙いがあったとみられる。\n\n北陸電力は1957年7月14日、東北電力とともに9電力会社に先がけて電気料金の値上げを認められた。申請した値上げ率は電灯112%、電力119.9%、合計118.14%だった。当局は電力料金の頭打ち規定を援用し、1957年度は合計114.82%の暫定料金にとどめ、申請どおりの率を1958年度から認めた。値上げを迫った要因は、水力開発による電力原価の上昇と渇水準備金の積み立ての少なさにある。1955年時点の料金は1kWhあたり2円82銭8厘で、全国平均5円16銭の54%にすぎなかった。低く据え置かれた料金を改め、適正な償却で事業の自主性を確立することは、発足時からの経営目標の一つだった。開発資金の調達先では、1959年3月時点の長期借入金のうち日本開発銀行の24,645,265千円が最大を占めた。\n\n常願寺川・有峰の計画による一連の発電所は1959年に完工し、合計出力は26万7,000kW余に達した。発足時に帰属した電源34万6,000kW余の8割弱を、1つの水系の開発で上乗せした計算になる。同じ1959年、山田昌作氏が社長を退任し、副社長の金井久兵衛氏が社長に就任した。金井久兵衛氏は京都帝大で電気工学を学び、北陸配電の社長を経て北陸電力の社長室長と副社長を務めた。山田昌作氏は1960年5月の総会で取締役から相談役に移った。1959年9月期の営業収入は9,068,171千円、純利益は718,017千円だった。1968年までに建設した水力発電所は38か所、合計75万7,000kW余に及んだ。一連の発電所の完工で、北陸電力の水力開発は一つの到達点を迎えたと推察される。", "経済的に有利な水力の開発地点は次第に少なくなり、火力の開発が必要になった。ただし当時の北陸は重油ボイラー規制法で重油の消費を規制される地域にあたり、地元に重油火力を建てる条件が整っていなかった。北陸電力は関西電力と協定を結び、大阪火力4号機15万6,000kWの電力を北陸にある関西電力の水力の発電分と振り替え、1960年3月から受電した。電力の広域運営の初期の例である。中部電力とも、四日市火力3号機32万kWの半量を1964年9月から受電する契約を結んだ。条件が整うと重油専焼の富山火力に着手し、1号機15万6,000kWを1964年8月、2号機を1966年2月に完成させた。第1期の総工事資金は83億8,000万円だった。\n\n火力の比重が高まる一方、需要は1958年度42億kWh、1963年度70億kWh、1967年度95億kWhと増え、創立当初年度の約4.8倍になった。料金は1962年度の総合単価が4円21銭で、全国最低の水準にあった。北陸電力は1966年8月に電気供給規程を改定し、料金を引き上げた。同時に需要開拓と全社の合理化を進め、経営基盤の長期安定をめざした。1968年時点で掲げた方針は、水主火従から火主水従の開発形態への移行。富山火力3号機25万kWを1970年1月の完成目標で建設し、4号機25万kWも予定した。さらに石川県能登に原子力発電所の建設地点を選び、1973年着工・1975年運転開始の計画を立てた。料金の改定で原価の裏付けを得たことが、大型火力と原子力の計画を進める条件になったのだろう。",
