"他社の電車をそのまま通す前提で掘り、建設費を自ら押し上げた。1956年8月の都市交通審議会第1号答申は、今後建設する地下鉄を郊外鉄道と相互直通運転する路線とする方針を示した。事業体の異なる鉄道どうしの相互直通は日本が世界で最初に実現したが、集電方式がパンタグラフへ変わってトンネルの断面は高くなり、既存の地下鉄との交差で駅は地下3層まで下がり、編成長を延ばして駅の規模も膨らんだ。1959年まで年2キロ程度だった建設速度は1960年代に年6キロ程度へ上がり、キロ当たり建設費も上昇して、累積赤字は1976年度に252億円へ達する。営団は1977年から運賃改定を重ね、1980年度末に累積赤字を149億円まで縮めた。直通を選んだことが、掘る費用を運賃で回収する会社の性格を決めた。" "東京の地下鉄は、同じ都心を走りながら現在も2社に分かれている。都営との一元化は1946年9月に東京都が意見書を決議して以来くり返し議論されたが、運輸省が同年10月の地下鉄問題協議会で都営案に反対し、営団廃止法案は国会へ上程されないまま廃案となった。国鉄民営化の際に東京都が国鉄出資分の肩代わりを申し出たときも、運輸省と国鉄は新会社への引継ぎを求めた。会社は分かれたまま接続だけが進み、1996年3月に都営と共通のSFメトロカードを発売し、現在は乗換専用改札口を置く改札通過サービスを設けている。一元化されないまま、東京メトロは2022年3月に有楽町線と南北線の延伸で第一種鉄道事業の許可を受け、都営と重ならない区間へ自ら線路を伸ばす側に回った。"
