"1930年代に入ると、武蔵野鉄道は多少の事件と経営の不手際が重なって行き詰まった。池袋線を吾野まで延ばして路線を完成させた直後にあたる。大株主であった浅野家と安田家に話し合いを持ちかけた結果、立て直しは堤氏が引き受けることになった。堤氏が引き受けた会社の状態は深刻で、客の目の前で窓口の金を持っていかれることに閉口したと本人は書き残している。取り立てていたのは社債を引き受けていた富国徴兵保険と金融業者の馬越文太郎氏で、主な駅の出札窓口に連日張りつき、運賃収入がたまる頃を見はからって次々に差し押さえた。差し押さえから逃れようと、債権者に頼んで鉄道財団を強制管理の下に置いたものの、東京電灯への未払金20万円はこの仕組みでは払えずに電圧を下げられ、電車はのろのろとしか走れなくなって幽霊電車のあだ名がついたという。\n\n電気の問題に決着がついた矢先、堤氏は馬越氏から破産の申し立てを受けた。最後の手段として選んだのが強制和議の申し立てで、条件の柱は各和議債権の75パーセントを免除させ、残りを増資優先株による代物弁済で払うというものだった。1937年8月に東京区裁判所がこれを認可し、整理に着手してから足かけ7年を経て、武蔵野鉄道はようやく再生の緒についた。債権者は元本の大半を放棄して株を受け取り、会社は現金を使わずに債務を資本へ振り替えたことになる。整理を終えた会社は3年後の1940年3月、堤氏が創立した多摩湖鉄道を合併する。国分寺・村山貯水池間9.9キロメートルを持つこの会社の資本金は、合併の時点で33万円まで縮んでいた。\n\n合併は多摩湖鉄道だけで終わらなかった。武蔵野鉄道と、高田馬場―本川越間をそれと並んで走る旧西武鉄道、この2社を一つにしたいと堤氏は願い続けながら、その間にも1941年10月の秩父自動車、同年11月の日本企業、1944年9月の東京セメントと合併を重ねている。1942年、八田嘉明氏が武蔵野鉄道株の売却を持ちかけると、堤氏は、事業は生きものであって苦労を分け合った従業員もろとも会社を手放すのは人身売買と変わらないとして拒み、反対に東武鉄道社長だった原邦造氏から旧西武鉄道株約6万株を買い取った。守りに回らず相手の株を押さえにいったことで、統合をどちらが主導するかは堤氏の側に傾いた。", "1960年代の首都圏は、鉄道の輸送力が人口の伸びに追いつかない状態へ入った。東京・千葉・神奈川・埼玉の人口は1955年の1,500万人が1965年には2,100万人を超え、1960年から1965年にかけては東京よりも周辺3県の増加が比重を高めていた。1964年度には国鉄45億6,500万人、私鉄7社39億5,500万人、バス21億5,000万人と、合計でおよそ106億人が運ばれている。うち西武鉄道は3億5,000万人で、私鉄7社に対しておよそ10パーセントを占めた。輸送人員は1960年度の2億5,000万人が1965年度に3億7,500万人へ伸び、この調子なら1971年には5億4,000万人を運ばねばならない計算だった。池袋そのものも地下鉄の乗り入れで立地条件が急速によくなり、沿線の開発も大きく進んでいた。\n\n増え続ける乗客をさばく手は、設備投資の連打しかなかった。会社は1961年度から1963年度の第一次輸送力増強計画に76億円、1964年度から1966年度の第二次計画に148億円を投じている。資金の使い道は単線の複線化が中心で、池袋線の所沢・飯能間、新宿線の所沢・本川越間の工事を急いだ。混雑する池袋駅には7億7,000万円をかけて改良を施し、信号の自動化や踏切の保安装置、電車基地の建設、変電所の増強も並行させた。私鉄として最初に10両連結を実施したのも西武鉄道で、そのために毎月4両、年間およそ50両の車両を造り続けた。並行して玉川上水・拝島間7.1キロメートルと吾野・西武秩父間19キロメートルの新線を進め、前者は1968年5月、後者は1969年10月に営業を始めた。\n\n投資の効果は数字に表れた。計画の実施前と比べ、輸送力は池袋線で48パーセント、新宿線で25パーセント増えている。池袋へ入る電車は1963年の160両が1966年には228両となり、池袋・椎名町間の輸送力は2万4,700人から3万6,000人へ広がった。1968年の時点で営業キロは159.8キロメートルに達し、関東の私鉄では二番目の長さを保っている。それでも人口増には追いつかず、1967年度からの第三次5カ年計画は私鉄大手14社で5,000億円、西武鉄道だけで470億円に達した。一般金融と同じ高い金利で借りては償却まで賄えないとして、会社は設備資金の金利を6.5パーセント以下に抑えることと日本開発銀行の融資枠の拡大を政府へ求めた。投資は路線が伸びるほど重くなり、鉄道単体では回収の見通しが立たなくなっていた。", "鉄道の投資を支えたのは不動産だった。運賃改正で黒字にはなっても賃上げや材料費の上昇ですぐ吸収されるため、付帯事業で補わなければ立ち行かないというのが会社の認識だった。宅地分譲の売上は1963年度25億円、1964年度40億円、1965年度34億円で推移している。売り方は明確で、戦前には100坪以下の区画がなかったものを60坪単位へ縮め、坪当たり3万円から4万円、総額200万円程度で給与所得者にも買える値にした。購入時に3分の1を払い残りを銀行融資で15年の割賦にできる仕組みを添え、住宅地相談室を設けて希望者の相談に応じている。造成で得た黒字はそのまま輸送力増強の資金へ回す方針で、1968年の部門別事業収入は鉄道が4割前後、残りを旅館業と不動産賃貸業、不動産売買業がほぼ等分していた。\n\n観光事業、とりわけホテルは土地開発の足がかりとして始まった。当初は小規模で、戦後に宮家の邸宅が手放されたのを譲り受け、遊ばせておくのはもったいないとしてホテルへ転用したことが、鉄道会社の一部門として育つ大きな原因になった。1955年10月に赤坂プリンスホテル、1964年8月には東京プリンスホテルが開業する。東京プリンスは東京オリンピックに際してホテルが足りないという要請に応じ、日本開発銀行の融資を付けて建てた510室のホテルで、同時通訳の設備を備えたことから国際会議の受注が集まった。1965年に日本で開かれた48件の国際会議のうちプリンス系が17件を受け、1966年には41件中35件と8割を超えている。\n\n1964年4月、堤康次郎氏が急逝した。あとを継いで西武鉄道の社長に就いたのは、康次郎氏と40年近く苦楽を共にした長女の婿、小島正治郎氏である。傘下70余社に及ぶ西武の企業集団は、以後この小島氏を中心に運営された。麻布の本邸で開かれていた火曜会は康次郎氏の死後も続き、国土計画社長の堤義明氏、西武百貨店社長の堤清二氏、小島氏のほか西武化学社長と西武鉄道専務、操未亡人が加わって重要事項を検討したという。売上は1963年3月期の111億円が1972年3月期には435億円へ伸び、資本金は1968年時点で48億1,449万600円、従業員は6,043名を数えた。鉄道・不動産・観光の三本柱は康次郎氏の死後も動かず、次の世代が受け継いだのは事業の形そのものだった。",
