"山陽製鋼は創業の時期から軸受鋼の製造に取り組んでいた。軸受鋼は玉軸受の内輪と外輪に使うクロム鋼で、わずかな欠陥が回転中の焼き付きにつながる。製品に仕上げるには、技術と設備の両方に徹底した投資が要る鋼種だった。第二次世界大戦の下では軍需を中心に生産を広げた。買い手はベアリングメーカーで、1950年代の主な取引先には日本精工、東洋ベアリング、光洋精工が並んだ。1953年9月末には日本精工が5万240株を持ち、大株主にも名を連ねていた。初期から用途の狭い高級鋼に的を絞ったことが、戦時の国策の中で会社の役割を決めることになった。\n\n1939年10月、政府は山陽製鋼を軸受鋼の専門メーカーに指定した。第二次欧州大戦の勃発に合わせ、クロム鋼に特化して年産1万5000トン以上を出せる設備の増設も命じられた。これを受けて1941年5月に資本金を1,000万円へ引き上げ、生産能力の拡充に充てた。この1,000万円は戦中から戦後まで据え置かれ、次の増資は企業再建整備計画に沿って2,000万円とした1949年8月を待った。以後、工場は軸受鋼の製造に専念する体制へ移った。比較のために戦後の数字を引くと、1953年4〜9月の半期の軸受鋼生産は3999トンだった。年に直しても8000トンほどで、戦時に求められた年産規模の大きさが際立つ。\n\n設備の拡充が進んだ結果、軸受材では品質と生産量の両面で国内特殊鋼業界の首位に立ったという。その比重は戦後の数字にも表れ、1953年4〜9月の生産量の47.6%を軸受鋼が占めた。同じ年の5〜8月には全国の軸受鋼9951トンのうち2651トン、26.7%を山陽製鋼が生産した。熱間圧延の特殊鋼全体では5.8%にとどまり、軸受鋼への偏りがはっきりしていた。一方で需要の大半を軍需に依存する構造は、1945年8月の終戦で操業を止める結果を招いた。軸受鋼という一点への集中は、平時の需要が戻るまで経営の重荷にもなったとみられる。", "工場の火が再び入ったのは1946年2月で、特殊鋼に加えて普通鋳鋼と特殊鋳鋼の製造にも踏み出した。鋳鋼の中でも高マンガン特殊軌条は数年で大同製鋼と並ぶ有力な供給元となった。同じ1946年8月には特別経理会社に指定され、財務の立て直しを迫られた。再開直後は受注が乏しく、荻野氏の回想では工場で洋傘や乳母車まで作ったという。1950年3月には普通鋼の製造も加えた。特別経理会社の指定が解けたのは1952年3月で、戦後処理に6年近くを費やした。軍需の消えた市場で、専業の軸受鋼メーカーは製品構成を広げて稼働を保つほかなかったのだろう。\n\n経営の担い手が替わったのは1948年3月で、荻野一氏が社長に就任して再建を率いた。荻野氏は運送会社の富島組で常務を務め、戦後は旧海軍の砲弾処理を請け負って資金を蓄えた人物である。その私財で、資本金1,000万円の会社の全株を創業者の山本東作氏から買い取った。通商産業省の査定では整理寸前の格付けにあり、存続するなら軸受鋼に絞るよう助言されたという。1949年1月に企業再建整備計画の認可を得て、同年5月14日に大阪証券取引所へ上場し、8月には資本金を2,000万円とした。戦前の専門メーカーの地位は、新しい所有者のもとで再建の足場として使い直されたとみられる。\n\n1950年に広畑製鉄所が富士製鉄のもとで操業を再開し、朝鮮戦争も始まって需要が戻り、1951年9月期には2割配当に踏み切った。荻野氏は朝鮮特需の時期に、年1億円ほどを品質の向上に投じたという。資本金は1952年10月に1億円、1953年5月に2億円、1954年4月に4億円と増え、軸受鋼の増産設備の資金とした。1953年9月期の売上高は7億1266万1000円、純利益は5068万6000円に達した。1954年1月4日には東京証券取引所に上場し、米国規格の軸受鋼に向けた大型圧延設備の工事に開発銀行などの融資を充てる計画を立てた。ところがデフレ政策で軸受鋼材の売れ行きが鈍り、1954年9月期から再び無配に戻った。販売価格を低く抑えられる局面が続き、荻野氏は国際水準の技術と設備の導入に着手する次の段階を構想した。", "1964年3月末には流動負債218億5093万円が流動資産181億4346万円を上回り、負債は自己資本86億842万円の3.7倍に達した。荻野社長の回想では、60トン電気炉はドイツ人技術者の帰国後に脱酸が安定せず、軸受鋼に使えない鋼塊が約3万トン積み上がったという。資金繰りは1964年の暮れに詰まり、保険会社10社による150億円の融資は1965年4月の実行を待つ段階にあった。同年2月に開かれた銀行の会合では、つなぎの運転資金の協調融資がまとまらなかった。山陽は不渡りを出す前の3月6日に会社更生法の適用を申請し、23日に神戸地裁姫路支部が更生手続の開始を決めた。\n\n負債総額の見積もりは当初500億円だったが、調査を経て424億円で確定した。この額は前の年に破綻した日本特殊鋼の200億円を2倍以上も上回り、戦後に倒れた企業のなかで最も大きかった。1958年3月期、実際には900万円の損失が出ていた決算を、会社は税引前で1億400万円の黒字と発表しており、更生手続の過程でこれが粉飾の出発点だと判明した。以後の決算も同じ手口で穴を塞ぎ続けたため、申請の時点で欠損は153億8190万円まで膨らんでいた。株式市場では、申請から2日後にあたる3月8日に東証ダウ平均が1200円を下回り、1190円98銭をつけた。同じ年の5月、日銀は経営に行き詰まった山一證券への特別融資を決めており、この年の不況はこれと山陽の倒産によって象徴されることになった。\n\n更生計画は1967年12月26日に認可され、無担保の一般債務183億8400万円のうち121億9000万円が免除された。1968年4月に資本金を95%減らし、翌5月には10億円の新株を富士製鉄に割り当てた。倒産時の従業員3750人のうち約700人が去ったが、3000人以上が工場に残った。再建は残った電気炉と押出設備を生かす方針をとり、販売数量の半分近くを占めていた構造用炭素鋼から軸受鋼と鋼管へ主力を移した。1966年に国鉄から新幹線用の軸受鋼を受注し、1970年には継目無鋼管の製造設備アッセル・ミルを完成させた。軸受鋼の生産シェアは1965年の33%から1973年4〜6月には51%へ上がり、同年8月31日の更生終結の申請へつながった。",
