"操業にこぎつけて間もなく、第一次世界大戦後の反動不況が来た。業績は悪化し、経営は行き詰まる。1922年8月、臨時株主総会の決議によって、資金と経営の一切を住友本社へ一任した。技術を米国から、資金と経営を住友から借りる形が、ここで定まっている。以後は住友財閥の傘下に入り、1928年2月に資本金を400万円へ増やして若松工場の設備を改良した。1931年1月には社名を日本板硝子へ改めている。米国との関係を掲げた社名を13年で下ろした形だが、リビー社との関係自体は続き、1922年から1938年まで同社は代表者を役員として送り込んで経営に加わった。\n\n関東の大地震で当社が受けた損害は、東京販売店の主任がけがを負い、1万5319円分の製品が焼けた程度で済んだ。1923年9月1日のこの地震は、復興資材である板ガラスに突然大きな需要を生んだ。その日の夕方には品種や品質を問わず注文が押し寄せ、工場の在庫は数カ月で底をついた。一時は15万円余りにのぼった住友合資会社の融資は同年11月までに返し終え、1924年6月には東京株式取引所の実物市場に当社株が初めて登場した。しかし需要の高まりは長くは続かなかった。復興のため関税がかからなくなり、30万函を超える板ガラスが海外から入ってきた。並板の価格は震災後の一函13円から1926年7月に8円、翌年には7円50銭へと下落し、1927年上期は12万余円の損失を出した。震災で片づいたのは借金であり、輸入品との値段の開きは残った。\n\n若松の二島工場は原燃料となる珪砂や石炭を調達しやすい反面、東京・名古屋・大阪といった大消費地から離れており、運賃がかさみ、運ぶ途中で割れる品も多かったため、1934年7月の定時株主総会は第二工場の建設資金として資本金を400万円から1000万円に引き上げる案を可決した。候補地は大阪北港の埋立地でほぼ固まっていたものの、1934年9月の室戸台風で、測量を終えた直後の土地へ汽船が打ち上げられ、計画は取りやめとなった。代わりの四日市は東京と大阪の間に位置して名古屋を背後に持ち、中京地区に板ガラスの工場は一つも無かった。1936年12月1日に第二工場として発足した。二炉を持ちながら、生産過剰を警戒して一炉だけで操業した時期が長く、戦前に二炉がそろって動いたのは1938年7月までの半年余りにすぎない。", "当社のコルバーン式の機械設備は国内に類がなく、部品はすべて米国からの輸入に依存していた。1931年の満州事変以降、部品の入手と設備の修理は次第に困難になり、1937年に輸入為替が許可制となってコルバーン用機械類の輸入が止まると、自給策を講じるほかなくなった。1938年7月、当社は合資会社有光鉄工所と共同で資本金30万円の株式会社日本鉄工所を設立し、翌年11月から工作部門を担わせている。1941年3月には資本金225万円の徳永板硝子製造を合併して尼崎工場を加え、資本金は1225万円となった。開戦とともにリビー・オーエンス・フォード社との連絡は絶たれ、同社の持株は旧敵産管理法によって住友信託の管理下へ移っている。技術を借りた相手との縁が切れたとき、手元に残ったのは機械そのものだけだった。\n\n1942年、当社は航空本部の要請を受けて、航空機の風防用となる磨板ガラスの製造に踏み切った。四日市工場には建設時に据えた中型連続磨設備二連があったが、国内需要が少なく数カ月の試験生産を行ったきりで眠っており、この設備と経験が軍の目に留まっている。磨板ガラスは作れば作るほど赤字が増える品だったが、当社はその製造を続けた。同年1月に磨板係を置き、4月から一連の運転に入り、7月11日には名古屋市の愛知化学工業に向けて3ミリ厚の磨品25函を初めて出荷している。価格は1940年10月に定められた公定価格に縛られ、販売開始の段階で製造原価のほうが売値より高かった。それでも続けた理由は、軍とつながりを持つことで資材を調達しやすくなり、主力である普通板ガラスの操業を支える条件になった点にある。同年10月、四日市工場の磨工場は軍管理工場に指定された。\n\n国内に12窯あった普通板ガラスの熔槽は、半分の6窯しか動かせなくなった。1943年10月に商工省が発表した板硝子製造業企業整備要綱によるものである。二島工場では1944年1月に普通板ガラスの製造を全て止め、廃止した設備は産業設備営団に売られてスクラップになった。尼崎工場も、防弾ガラスの試作に失敗して遊休となったのち、1944年11月に住友化工材工業へ売り渡された。普通板ガラスの生産量は1943年の87万函から翌年38万函へ落ち、終戦の時点で煙を吐いていたのは二島工場の一窯だけだった。敗戦の報を受けて工場長が窯の火を落とすなか、中村文夫社長は両工場長に直ちに生産を再開するよう命じ、終戦からの4カ月間に約9万函を作っている。1949年8月にはリビー社の持株が管理人の解除とともに返還され、同年11月22日には制限会社の指定も解かれた。", "1954年5月、経営難で整理会社となっていた帝国化学工業の管理人から、工場設備一切を買い取ってほしいという申し入れが当社に届いた。当社は終戦後に一時作っていた安全ガラスの製造を止め、加工業者へ素板を供給するだけの立場に退いていたが、朝鮮動乱以降の自動車業界の回復で需要が伸び、製造の再開を準備していたところだった。当社が帝国化工から買い取ったのは土地・建物と合せガラスの製造設備だけで、先行きの見込めない他の部門は対象から外した。その合せガラス設備は連続方式で月に4000平方メートルを作る能力があり、東洋工業という手堅い得意先もついていた。安全ガラスはもっぱら二次加工の部門に属するので、製造は別会社に任せることにした。同年11月9日、資本金1000万円の日本安全硝子を全額出資で設け、そこに生産を担わせている。\n\n自動車のデザインの変化につれて、平らなガラスより曲げガラスが求められるようになり、値段の低い強化ガラスが大きく伸びていた。運輸省が1956年12月に道路運送車輛保安基準を改正し、フロントガラスへの安全ガラス使用を自動車に義務づけた。需要が法令によって押し上げられたのを受け、1958年3月、日本安全硝子は曲げ合せガラスと強化ガラスを連続で作る設備を増設し、能力は月産で合わせて1万100平方メートルになった。当社は従来の東洋工業に加えてトヨタ自動車と日産自動車を得意先とし、素板の供給と販売を当社、製造を日本安全硝子が受け持つ分担を組んだ。磨板ガラスも、自動車工業の発展や建物の高級化を受けて国内の需要が増えた。\n\n板ガラスの輸入自由化は1960年10月から品種別・厚み別に順次進み、1963年8月までに普通板ガラス・型板ガラス・網入板ガラス・安全ガラスを終えて、残るのは磨板ガラスだけとなった。1963年の日本の普通板ガラス生産量は世界の10.5パーセントを占め、ソ連・米国に次ぐ第3位にあった。ところが磨板ガラスの生産量は自由圏のわずか3.5パーセントにとどまっていた。普通板ガラスの需要を100としたときの磨板ガラスの需要は、西欧の30に対して日本では3ないし4に過ぎず、量産体制の遅れがそのまま原価高を招いて、欧米諸国より著しく不利な立場に置かれていた。国民一人当たりの消費量でみても、1962年ごろの日本は米国の10分の1であった。", "1959年1月、英国のピルキントン・ブラザーズ社がフロート方式の企業化に成功したと全世界へ発表した。熔かした金属の上にガラスを浮かべて両面を平らにする製法で、磨く工程を経ずに磨板ガラスと同じ平坦さを得られ、製造コストも大幅に下がる。当社は発表の一週間後に技術供与の意向を打診したが、技術の一部が未完成であることを理由に断られている。中村文夫社長が英国へ渡って重ねて申し入れたのは、2年半後の1961年秋だった。ピルキントン社のハリー・ピルキントン社長は、世界の最高度の技術水準にある板ガラスメーカーにのみ輸出する方針を強調したうえで、近い将来の供与を約束している。1964年3月、滝本常務らがロンドンで導入契約に調印した。\n\nフロート方式の導入には政府の認可という関門があった。一窯の生産能力は年間50万函に達し、当社・旭硝子・セントラル硝子の3社が導入すれば年産150万函となるのに対し、当時の磨板ガラスの国内需要は年間5、60万函に過ぎなかった。中村会長らが通商産業大臣ら政府関係者を訪ねて意義を説き、大蔵省外資審議会の審議を経て、1964年8月11日に認可されている。年産50万函の能力を持つフロート設備が舞鶴工場で動き出したのは1965年11月15日である。建設にあたっては三号窯を改造した。同工場は1959年にも、同一の熔槽で普通板ガラスと型板ガラスを並行して作る改造をやり遂げていた。翌1966年6月、当社は8ミリ厚以上の特厚物をつくる方法を開発した。ピルキントン社でさえまだ開発の途中にあった製品で、8月には世界に先がけて売り出した。特厚物の製法はピルキントン社にノウハウとして供与し、併せて各国で特許を出願した。\n\n1968年の創立50周年を機に始めた多角化は、10年と経たずに解消された。1971年に設立したアルミサッシの日本スミサッシは1974年9月に吸収し、同じ年にガラス繊維補強プラスチックの部門からも撤退している。第一次石油危機後の需要減が重なって1976年3月期には33億7600万円の経常欠損を出し、上場以来初めての無配に転落した。約700人の希望退職を募ったうえで川瀬二郎社長と5人の役員が退任し、同年6月に住友化学工業専務の菅沼俊彦氏が社長として送り込まれた。菅沼氏は社長室の全メンバーを入れ替えて在庫と債権を計数で管理し、翌1977年3月期には17億4700万円の経常利益を計上している。1977年末には創業以来の若松工場を閉鎖することで労働組合と合意している。ガラス以外の収益源を持たない会社にとって、減量はそのまま本業の立て直しだった。",
