"1928年3月、緑川国栄氏は工業学校の機械科を卒業し、住友坂炭砿の上歌志内炭鉱へ入社した。同年8月5日の上歌志内炭砿の爆発事故では74人が犠牲になり、遺体の搬出完了までに14日を要したが、緑川氏は入坑前だったため難を逃れた。1929年から1930年にかけて、上歌志内では近代化と機械化に大きな投資が行われた。米国からは225馬力の横置2段空気圧縮機、岩粉製造設備、坑内防爆型の4屯蓄電池機関車2台、ドイツからは緩傾斜払用の空気動シェーカーコンベヤ50メートル分を輸入した。図面と説明書はすべて英文で、緑川氏は退社後に宿舎へ持ち帰って和訳し、これらを稼働させた。\n\n緑川氏が水洗槽本体の製作設計を任されたのは、東京ガス向けにガス発生用と原料炭を洗炭して売ることを目指し、洗炭設備を設ける方針が立ったためである。それまでは塊炭と中塊を国鉄の機関車用に回し、粉炭は洗わずに鍛冶向けとして出していたが、出炭が伸びると鍛冶向けだけでは売上が増えなくなっていた。設計には九州の忠隈炭鉱から選炭係長が出張して加わり、緑川氏は日曜も休まず夜12時まで図面を引いた。発注先は九州の製作所で、設備は1929年12月20日の試運転からそのまま操業に入った。毎時45屯能力の鉄製バウム2台は北海道で初めてのもので、灰分8%を狙って8%から10%に振れる状態から、昼は操業、夜は12時まで改造作業を続けた。", "1921年10月、全国の炭鉱主は石炭鉱業連合会を設立して同年5月に確認した出炭制限の実行を主要業務とし、制限率は北海道が20%、常磐が12.5%、筑豊その他が17%に及んだ。露天掘りでコストの低い撫順炭の移入も圧力となり、1932年には販売統制機関の昭和石炭株式会社が生まれた。不況は同時に合理化と大規模炭鉱への集中を進め、年産10万トン以下の炭鉱が生産に占める比重は1921年の27%から1931年に15%まで下がり、年産100万トン以上の大型炭鉱は1921年の1炭鉱・全生産の6%から1936年には8炭鉱・27%に増えた。労務者は1919年の34万8,000人から1932年に13万8,000人へ減り、出炭能率は1人1日7.5トンから16.8トンに上がった。住友による歌志内と芳の浦の取得も、この時期の鉱区再編にあたる。\n\n1937年6月、住友炭砿は住友別子鉱山と合併し、資本金2,700万円の住友鉱業となった。1927年6月設立の住友別子鉱山は主として別子銅山を経営しており、合併は石炭と金属を一社にまとめて増産を進める狙いだった。同じ1937年8月、住友最後の鉱区である赤平に年産100万屯の炭鉱を開発することが決まり、緑川氏らは農家の一室に身を寄せ、12坪の納家1棟を仮事務所として坑内外の施設計画に入った。翌1938年1月に坑口の開鑿へ着工したが、戦時態勢のため10馬力前後の小型電気ホイスト1台さえ手に入らず、斜坑60メートルまでカグラサンで木製炭車1車を巻き上げた。赤平が年産25万屯に達するまでに6年を要した。\n\n戦時下で住友鉱業は規模を拡大し、1941年7月に資本金を5,000万円へ、1943年11月に8,000万円へ増やし、1944年6月に九州の唐津砿、1945年5月に北海道の弥生砿を買収して増産に努めた。軍の委嘱により、フィリピン、セレベス、ジャワなど南方のニッケル鉱山と炭田の開発にも従事した。敗戦後は財閥解体により、1946年1月に社名を井華鉱業へ変更した。1949年9月には、それまで住友一族と住友関係会社の所有で公開されていなかった株式が一般に売り出され、株式の分散化が進んだ。同年10月、井華鉱業は東京・大阪両証券取引所に株式を上場した。\n\n1949年10月に上場した時点の井華鉱業は、石炭の月産15万屯で全国出炭量の約4.2%を占め、業界第4位にあった。出炭の内訳は九州が30%、北海道が70%だった。北海道炭の平均品位は6,875カロリーで全国第一位、九州炭を含めた平均でも6,584カロリーと、全国平均を大きく上回った。ガス発生炉用炭と原料用炭が産出量の46.8%を占め、販売高の64%以上は永年固定した大口需要先が引き取った。もっとも石炭は基礎物資として低価格に抑えられ、価格差補給金と損失補償金による出炭政策が3年余り続いた。優秀炭でも採算は合わず、政府補償を差し引いて1億9,000余万円の赤字融資が残った。同年9月には配炭公団が廃止され、完全な自由企業の姿に復した。品位の高さと需要先の固さは、統制が外れて初めて値段に映る資産だった。", "住友石炭鉱業の競争優位は炭坑の若さと採炭能率の高さにあった。大手五社のなかでも採炭能率は太平洋炭礦と首位を争い、売上原価も三井や三菱より良好とされた。それを保つ山元の合理化促進には、今後も巨額の資金を要するとみられていた。資本金は1952年10月の6億円から1956年10月に12億円、1957年10月に24億円へと倍額増資を重ねて積み上げられた。1957年10月の倍額増資は借金過多の是正であるとともに、今後の資金的伸展力を培養する狙いを持つ措置と受け止められた。この増資の直前、1950年3月の分離以来社長の座にあった福永年久氏が1957年8月30日付で会長に退き、副社長の石松正鐵氏が社長に昇格した。福永氏は忠隈炭坑の機械係から九州と北海道の各鉱業所長を歴任した技術者で、後を継いだ石松氏も現場の長かった採鉱科の出身だった。\n\n赤平炭砿は開発の途中で、当初の年産100万屯計画から200万屯計画へ引き上げられた。斜坑の垂直深度450メートル・延長1,600メートルを超えると巻上げが2段3段と増え、能率が落ちるため立坑が要った。ドイツ方式で実施すれば中央立坑はケージ立坑とスキップ立坑の2本が必要となり、当初はこの案がかなり検討されていた。運搬能力でベルトが立坑をしのぎ、長い物件の出し入れにも斜坑が向くとして、技術者の緑川国栄氏は当初からドイツ方式に反対した。長時間の停電が起きても鉱員が斜坑を歩いて自力で坑外に出られ、投資額も半分ですむ点も理由に加わった。緑川氏は長所と短所を書いた10数枚のビラを用意し、2、3回上京して説明した末に許可を得て、立坑斜坑併用案が採られた。1958年上期の生産実績は91万1,500屯で、120万屯の生産能力には達していない。\n\n東京瓦斯との取引では灰分8%が規格とされていたが、赤平炭砿の製品は7%から11%の間で上下した。原因は、高品位原炭3層と低品位原炭2層を掘る多層採掘でありながら、洗炭を一本系統で混ぜて行っていたことにあった。原料炭には使えないと判断されて納炭が止まり、揚地にはおよそ2か月分の石炭が積み上がった。本社に呼び出された緑川氏は、赤平の炭が売れなくなれば会社は何で食べていくのかと社長から叱られた。そこで原料炭ポケット600屯を高低7対3の割合で仕切り、チップラーで時間ごとに転函して品位別に貯め、良いものと悪いものを分けて給炭する二色洗炭に改めた。実施の結果、灰分は5%から6%に安定し、全体の歩留りも10%上昇した。販売先は日本国有鉄道や電力5社、富士製鉄、大阪瓦斯と東京瓦斯に固定していた。",
